Job Description & Overview
Qualification:Master's degree (16 years of education) in Computer Science, Data Engineering, Data Science, Statistics or a related field from an HEC-recognized university. Preference would be given to foreign qualified candidates with proven track record.Experience:At least 10 years in data engineering, analytics or data-platform roles, including 4 years or more leading data or intelligence teams, with demonstrated delivery of production data platforms at scale. Skills & Competencies:• Data platform architecture (lakehouse or warehouse: Databricks, Snowflake, BigQuery or open-source equivalents)• Pipelines and orchestration (Spark, Airflow or Dagster, dbt, Kafka)• Cloud (AWS, Azure or GCP), infrastructure-as-code and DevOps practice• Data governance, cataloguing, lineage, security and privacy engineering• SQL and Python mastery; BI tooling (Power BI, Superset, Metabase)• Team leadership, vendor management and working across departmental boundariesKey Performance Indicators (KPIs):• Number of departmental datasets integrated into the governed data infrastructure, against the year-wise targets at Annex-J.• Data-pipeline uptime, data-quality scores and governance-compliance metrics.• Proportion of pillar and portfolio outcome metrics tracked through live dashboards, and proportion of Result-Based Monitoring baselines closed and independently verified.

Key Responsibilities / ToRs:• Design and operate the data architecture of the Unit as set out at Section 6.4, being the federated data exchange, the governed AI Data Lake, the ingestion pipelines, the catalogue and the access APIs.• Lead the Data Governance Liaison, the Business Intelligence and Dashboard Engineers and the Data Analysts; set engineering and analytical standards, review practice and documentation norms.• Negotiate and operationalize data-sharing arrangements with departments and the Punjab Information Technology Board under the tripartite Memorandum of Understanding at Annex-R, and establish the cataloguing, lineage, access-control and data-quality frameworks.• Convene the departmental data stewards through the Data Stewardship Council; identify where departmental data is too weak to support serious delivery and drive the remediation required, being stewardship, cleaning and digitization.• Own the master data pipelines and the dashboards that feed the Unit's quarterly stocktakes, the pillar squads and the reporting to the Project Steering Committee; ensure reliability, monitoring and cost efficiency.• Establish and maintain the baseline register: fix each Result-Based Monitoring baseline at the Year-1 inception diagnostic and preserve the evidence trail for independent verification at the mid-term and end-term evaluations.• Clear the data-readiness condition at assurance Gate G1 for every use-case, so that no solution is commissioned on ungoverned or inadequate data.
