Job Description & Overview

Qualification: Bachelor's Degree (16 years of education) in Civil / Mechanical / Environmental Engineering from HEC recognized Institute / University. Must be registered with Pakistan Engineering Council (PEC). Experience: 4-7 Years relevant professional experience in project planning, project development, feasibility studies, consultancy, infrastructure development, government/development projects, donor-funded projects or related fields.

Eligibility Criteria & Requirements

Identify and develop project concepts in line with LWMC's operational and strategic requirements. Prepare comprehensive project proposals, concept notes, feasibility reports and project development documents. Conduct preliminary technical and financial assessment of proposed projects. Develop project objectives, scope, outputs, activities, implementation arrangements and timelines. Assist in preparation and review of PC-I/PC-II and other government project planning documents, where applicable. Prepare project justifications, need assessments and options analysis. Undertake preliminary technical, financial, economic, environmental and operational feasibility assessments. Assist in preparation of project cost estimates and funding requirements in coordination with the Projects/technical teams. Develop project implementation plans, work plans, milestones and monitoring frameworks. Assist in preparation of project proposals for development schemes, donor-funded projects, PPP initiatives and other investment opportunities, as applicable. Conduct research, collect and analyze relevant technical, operational and financial data for project development. Prepare presentations, briefing notes, executive summaries and reports for senior management. Coordinate with technical departments, consultants, government departments and other stakeholders for project planning and development. Review project proposals submitted by consultants/technical teams and provide planning-related observations. Support project prioritization based on organizational needs, benefits, costs, feasibility and available resources. Maintain a database of proposed, ongoing and completed projects. Monitor the status of projects under development and ensure timely completion of planning documentation. Assist management in identifying opportunities for resource mobilization, grants, donor funding, PPPs and other financing mechanisms. Perform other planning and project-development assignments entrusted by the competent authority.
